A proposed program must go through several stages of development for approval. Programs must be on the USF Workplan in order to be considered for approval. In order to be placed on the Workplan, a Pre-proposal must be submitted for consideration to be added to the Workplan. Approval of a pre-proposal does not guarantee placement on the Workplan. The specific steps of the process are below.

STEP I: PRE-PROPROSAL
A Pre-Proposal must be submitted for a Program to be considered for placement on the USF Workplan. Please follow the appropriate steps below:

 

MASTER'S DEGREE AND EDUCATION SPECIALIST PROGRAM PRE-PROPOSALS
Pre-Proposals for Master's degree and Education Specialist programs are processed through the Office of Institutional Effectiveness (OIE).

Forms: Refer to the OIE website for information: USF System Program Development Website.
Deadlines: OIE Deadlines.

Routing:

  • Submission through College to Office of Institutional Effectiveness
  • Submission to APPCC
  • Recommended pre-proposals are sent to the Provost for consideration to be added to Workplan
  • Workplan is finalized in Spring

 

DOCTORAL DEGREE PROGRAM PRE-PROPOSALS
Pre-Proposals for Doctoral degree programs are processed through the Graduate School and the USF Tampa Graduate Council.

Forms: Doctoral Pre-Proposal Form (contact cdh@usf.edu to be sent the form)
Deadlines:
Option 1 - April 24, 2013 for Grad Council review May 6; Deadline to OIE by August 15, 2013.
Option 2 - November 18 deadline for Grad Council review December 2, with subsequent submision to OIE by January 15, 2014..
Submission:
submit the required signed form in PDF to cdh@usf.edu in the Graduate School by the posted deadline.
Routing:

  • Submission through College to Graduate School for Graduate Council
  • Submission to Graduate School Dean
  • Submission to Provost for consideration to be added to Workplan
  • Workplan is finalized in Spring

STEP II: FULL PROPOSAL
The Full Proposal process applies to Master's, Education Specialist, and Doctoral Programs. All proposed programs must be on the USF Workplan: Reference website: http://www.ods.usf.edu/Plans/Strategic/SUS-annual-report-workplans.htm to confirm if the Program is on the Workplan.
Complete the following items:

  • New Graduate Degree Program Proposal Information Form (word-3.20.12)
  • Graduate Catalog Program Information Template- contact cdh@usf.edu
  • The New Degree Proposal Form and Excel Tables - the links to the format and tables are posted on the OIE Website at: USF System Program Development Website (Note: new required format - Aug 2011)
  • Doctoral programs only: provide the names of three potential external consultants who could do the external review; this takes place between the Curriculum Committee Review and Full Council approval.
  • All programs - letters from other institutions that offer the same/similar program are required. Check with OIE for information.
  • Agenda Form for ACE-AC/ACE/BOT - this will need to be completed by the faculty sponsor for submission to ACE-AC/ACE/BOT

To ensure the required forms and tables are completed accurately, use the following checklists and BOG tutorials for assistance:

Routing:

1. College Review - Submit Proposal Packet through Internal College procedures and then to College Dean or designee for approval. The College should review th BOG Checklist to ensure that the proposal is ready for submission to the Graduate School.

2. Submit to Graduate School - College Dean/designee emails one complete copy of the proposal (including proposal, tables, vitae, letters of support, etc.) in PDF (The Information form (Signature page) should not be included with the PDF copy) and one copy of the Proposal in Word (just the main proposal) to the Graduate School. cdh@usf.edu

3. Graduate School/OIE Review - The Graduate School and OIE will review the proposal to ensure compliance to BOG requirements. The Graduate School will set up a meeting time with the faculty and a representative from OIE to review needed rvisions. This takes place approximately one month prior to Graduate Council review. Following clearance of the proposal from the GS Dean and OIE, the Faculty must send the revised proposal packet to cdh@usf.edu in the Graduate School - cdh@usf.edu.

4. Graduate Council Review - Once ready, the proposal is forwarded to the USF Tampa Graduate Council Curriculum Committee for Review. Refer to Graduate Council Website for meeting dates, etc.

5. Submission to OIE, up to BOG- Following approval by the full Graduate Council, the Proposal is forwarded to the Graduate School Dean for final review and approval, and then on to OIE for submission to the APPCC, and then to the Academic and Campus Environment Advisory Council (ACE-AC), followed by the Academic and Campus Environment (ACE) workgroup of the Board of Trustees (BOT), and then the BOT. If a doctoral program, it will also require review and approval by the Board of Governors (BOG).

6. State Approval - Once approved by the BOT/BOG (if applicable), the Program will be sent to the State to be placed on the SUS Inventory.

7. Following State Approval - Once confirmation of that is received, the OIE will notify the Registrar, Department, and Graduate School of the approval.The Registrar's Office will then add it to the list of authorized programs with a curriculum code assigned in BANNER.

NOTE! Only after it is assigned a code may it be added to USF Admission Application and will be added to the Graduate Catalog in the next publication cycle. The admission deadline dates must match what was approved for the Catalog.
